We\u2019ve seen this over the decades in Oxford, as more and more cars try to squeeze into our medieval streets. A headline in the <em>Sunday Telegraph<\/em> stated \u201cOxford City\u2019s streets are daily choked with traffic\u201d \u2013 and that was back in February 1986.<\/p>\n\n\n\n<p>I\u2019ve spent a lot of the last 18 months looking at traffic research and information, as my ward of St Mary\u2019s launched <a href=\"https:\/\/www.cyclox.org\/index.php\/2022\/04\/20\/cowley-ltns-are-doing-their-job\/\">low traffic neighbourhoods (LTNs<\/a><a href=\"https:\/\/www.cyclox.org\/index.php\/2022\/04\/20\/cowley-ltns-are-doing-their-job\/\" target=\"_blank\" rel=\"noreferrer noopener\">)<\/a> in May last year. One of my frustrations has been the lack of easy-to-understand traffic data for Oxford. That is all set to change now, with the launch of Telraams.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What are Telraams?<\/h2>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-medium\"><img decoding=\"async\" src=\"https:\/\/www.cyclox.org\/wp-content\/uploads\/2023\/10\/Telraam-counters-in-Oxford-300x252.jpg\" alt=\"\" class=\"wp-image-11167\"\/><\/figure>\n<\/div>\n\n\n<p>Telraams are traffic counters. They are little monitors, about the size of a pack of cards, and they sit in a window and count the speed, direction and type of traffic. This includes all kinds of traffic: bikes, cars, lorries, pedestrians. It\u2019s all uploaded to a website where anyone can access the data in a user-friendly format. Just search for <a href=\"https:\/\/telraam.net\" target=\"_blank\" rel=\"noreferrer noopener\">Telraam <\/a>on your browser and click on &#8220;maps&#8221;. You will see that there are currently at least 20 counters in Oxford and another four elsewhere in Oxfordshire.<\/p>\n\n\n\n<p>The devices are cameras which use AI to categorise traffic types. They don\u2019t store any images so there are no privacy issues. The best thing about them is they cost less than \u00a3200, making them affordable for small organisations like residents\u2019 associations, parish councils and even local councillors.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What are we doing with them?<\/h2>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-medium\"><img decoding=\"async\" src=\"https:\/\/www.cyclox.org\/wp-content\/uploads\/2022\/11\/Kate-Seal-LTN-planter-300x243.jpg\" alt=\"Local traffic neighbourhood with planter and bollard closing off residential street to cars\" class=\"wp-image-10326\"\/><\/figure>\n<\/div>\n\n\n<p>There are a number of practical applications of Telraams. We now have a fairly extensive network in East Oxford, and more are springing up across the city. In my ward, we can see how many cyclists and pedestrians are using the LTNs. This amounts to 2,000 to 3,000 per day in the area between Cowley and Iffley Roads. A significant volume of this is the school run \u2013 which you can see from the time of day people are travelling.<\/p>\n\n\n\n<p>Residents of Jeune Street have been able to tell how many cars are illegally driving down it the wrong way. We\u2019ve noticed that there is heavy pedestrian use of Bullingdon Road, which means we\u2019ll ask for it to be gritted first during the winter. Headley Way has significant speeding and residents there can request enforcement by supplying more accurate details of the scale of the problem. When <a href=\"https:\/\/www.cyclox.org\/index.php\/2023\/09\/21\/school-streets-the-key-to-a-cycling-city\/\" target=\"_blank\" rel=\"noreferrer noopener\">School Streets<\/a> come in, we\u2019ll be able to see how they affect traffic.<\/p>\n\n\n\n<p>On 17 October Oxfordshire County Council Cabinet is deciding whether to make the East Oxford LTNs permanent, and whether to replace the bollards in Magdalen Road, James Street and Divinity Road with automatic number plate recognition cameras.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote has-text-align-center is-layout-flow wp-block-quote-is-layout-flow\">\n<p>Telraam counters will make it possible to monitor the traffic effects of whatever changes are decided.<\/p>\n<\/blockquote>\n\n\n\n<h2 class=\"wp-block-heading\">Pros and cons<\/h2>\n\n\n\n<p>Telraams aren\u2019t perfect:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>They are less accurate than the costly traffic counters deployed by local councils.<\/li>\n\n\n\n<li>From my experience, they particularly struggle with large groups of pedestrians (such as teenagers walking to school).<\/li>\n\n\n\n<li>They can\u2019t count when it\u2019s dark.<\/li>\n<\/ul>\n\n\n\n<p>It\u2019s also a shame for us that we didn\u2019t have Telraams in place <em>before<\/em> the East Oxford LTNs as it means we can\u2019t measure the impacts of LTNs on individual roads and have to rely on the published data.<\/p>\n\n\n\n<p>But the fact that Telraams provide cheap, live data free to all local citizens more than makes up for their deficiencies. I recommend them to residents\u2019 associations and individuals across the county.
