{"id":9611,"date":"2022-03-29T16:42:00","date_gmt":"2022-03-29T15:42:00","guid":{"rendered":"https:\/\/www.cyclox.org\/?p=9611"},"modified":"2022-03-29T16:42:00","modified_gmt":"2022-03-29T15:42:00","slug":"oxford-the-first-zero-emission-city","status":"publish","type":"post","link":"https:\/\/www.cyclox.org\/index.php\/2022\/03\/29\/oxford-the-first-zero-emission-city\/","title":{"rendered":"Oxford: The first Zero Emission City"},"content":{"rendered":"\n<p>By Robin Tucker, Co-Chair of the <a href=\"https:\/\/cohsat.org.uk\/\">Coalition for Healthy Streets and Active Travel<\/a> (CoHSAT)<\/p>\n\n\n\n<p>Away from the war in Ukraine, climate change disasters continue to escalate, with climate-accelerated storms, wildfires, famine and disease killing 150,000 people a year (WHO).\u00a0Transport is the largest contributor in the UK, and the UK is committed to decarbonising the transport system by 2050.<\/p>\n\n\n\n<p>This can\u2019t be done by <a href=\"https:\/\/www.cyclox.org\/index.php\/2022\/02\/08\/road-pricing-and-oxfords-zero-emission-zone\/\">a simple switch to electric vehicles<\/a>.\u00a0Department for Transport (DfT) analysis shows this would be too slow, use too much energy, and add 52% traffic to the South East\u2019s over-burdened roads.\u00a0And it doesn\u2019t solve any problems for the quarter of households who don\u2019t have a car.<\/p>\n\n\n\n<p>The solution is a blend of transport, with walking, cycling and public transport doing more in cities where there are many short journeys.\u00a0European cities such as Ghent, Oslo and Paris have shown the way, with many more following.<\/p>\n\n\n\n<figure class=\"wp-block-pullquote\"><blockquote><p>Now, DfT has chosen three cities to be the first Zero Emission Cities for transport, and Oxford is one, alongside Bristol and Norwich.\u00a0This will see the city gain funding for planning and projects, and become a guiding light on a path that soon all cities and towns must follow.\u00a0<\/p><\/blockquote><\/figure>\n\n\n\n<p>Four aspects provide a guide:<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Bringing goods into the city and distributing them remains essential.\u00a0<\/h3>\n\n\n\n<p>Technology programmes are tackling the challenge of zero emission heavy goods vehicles. Inside the city, a variety of vehicles will replace the ubiquitous diesel van.\u00a0Electric vans are available, but look inside a typical delivery van and you\u2019ll see it is mostly empty, hence the rising popularity of cargo bikes and \u2018electric assist vehicles\u2019 which carry up to 250kg mixing pedal and electric power.\u00a0In a local blend of tradition and technology, The Covered Market are using one made by Upper Heyford based <a href=\"https:\/\/eav.solutions\/\">EAV<\/a>.\u00a0 Now Oxfordshire County Council have won <a href=\"https:\/\/news.oxfordshire.gov.uk\/oxford-secures-funding-to-grow-e-cargo-bike-fleet\/\">funding to help businesses set up their own cargo bike deliveries<\/a>, drawing on Pedal &amp; Post\u2019s expertise.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Buses will be a big part of the future \u2013 electric buses.\u00a0<\/h3>\n\n\n\n<p>Oxford\u2019s two biggest bus operators have just won <a href=\"https:\/\/news.oxfordshire.gov.uk\/successful-funding-bid-set-to-bring-159-electric-buses-to-oxfordshire\/\">\u00a333 million Government funding to enable their own investment in 159 electric buses<\/a>.\u00a0These buses have a lower lifetime CO2 emission per mile than a diesel &#8216;SUV&#8217;, but each can hold as many people as a quarter-mile traffic jam.\u00a0Bus priority measures will get the buses through the city more quickly and make the services more attractive \u2013 private cars will have to go the long way round.\u00a0This will get more people on the buses, which in turn means more bus services can be run.\u00a0<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Cycling is the low-cost liberator of transport, enabling people to reach jobs and social opportunities outside their immediate area at almost zero cost.\u00a0<\/h3>\n\n\n\n<p>Oxford is the right size for almost any journey to be cycled in 15 minutes, and cycling already brings as many people into Oxford centre as cars or buses.\u00a0Too many people are put off by cycle routes that feel dangerous, and getting to zero emissions requires high quality cycle routes, so people of all ages and abilities are happy to ride on them.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Finally, there are the spaces that we walk \u2013 often forgotten, vitally important.\u00a0<\/h3>\n\n\n\n<p>With traffic taking less space, there is a great opportunity to widen pavements and reclaim acres of bland tarmac for more creative and human uses.\u00a0 What started with \u2018Broad Meadow\u2019 last year, could grow into projects across the city of small and large areas for people to sit, relax and meet.\u00a0\u00a0<\/p>\n\n\n\n<p>Did you notice the hidden benefit?
